9. Perspectives

Peace
When observing the Colombian situation in terms of peace and Human Rights,
we corroborate the reincidence of acts of war committed by the different
parts of the conflict who keep ignoring the specifications International
Humanitarian Law and gravely injuring the civilian population, while
the State continues to ignore and violate Human Rights. We, nevertheless
appreciate the better conditions to achieve through political negotiations,
the peace agreements that all Colombians desire. Under this vision we
consider that the future of the Committee is closely tied to the participation
in the peace process, by providing analyses of every phase and civil
participation in the decision making, with the purpose of their rights
being respected in the agreements, avoiding however, the breaking of
the negotiations at all costs.
This participation implies the sponsoring of events for peace, strengthening
stages of study and social organization, and widespreading of documents
on the content of the agendas, agreements or disagreements in the discussed
topics.
-Civilian
Participation.
We consider of vital importance for all future actions for the defense
of Human Rights, the development of organized civilian participation
from the most basic levels. For this purpose, we will continue to create
Local Human Rights Committees.
With the purpose of coordinating the actions of the local Committees
we will present in the Regional Officers' Assemblies, as well as in
Congress, the creation of a network that links the Committees regionally
and nationally and the creation of an organism for the disclosure of
documents and materials on Human Rights to the general public .
As long as the armed conflict and the current political, economic, and
social crisis subsist, we believe the mission of the Committee is mostly
in these two objectives without neglecting its regular duties.
Recently,
in June of 2000, the 9th Forum "For Peace, Welfare, and National
Sovereignty" took place. The Forum once again declared its position
for a political solution to the conflict, respect of the integrity of
Human Rights as a precondition for peace, and repudiation of the fumigation
and escalation of war contained in Plan Colombia. The Committee has
insisted on the need of a Sate Policy for peace, that the process not
be interrupted, that demilitarized zones be kept for dialogue, with
FARC as well as ELN, and for efforts on all the parts to achieve consummation
of the agreements.
